Organisational realignment to strengthen local service delivery and improve regional coordination

At a Special Meeting held yesterday, Council reviewed and voted in favour of adopting the proposed changes following a comprehensive organisational review. These changes are designed to ensure the continued delivery of high-quality services that residents rely on, while improving how resources are managed and coordinated across Maranoa.
Mayor Wendy Taylor said the new structure is all about doing things smarter while keeping the community at the heart of everything Council does.
“The goal of this restructure is simple: improve the way we work, make the best use of our resources, and ensure that the services residents rely on are affordable long into the future,” Cr Taylor said.
“At the same time, we’re keeping that local focus strong, because that’s what we heard was important to our communities.”
“While the Local Director roles will be phased out, the Operations Managers will take on a renewed focus and responsibility, continuing to serve as the primary point of contact for residents in their areas.”
“The Operations Managers will play a central role in maintaining that direct link to our local communities for services like roads, parks, and water. With the support of the new Chief Operations Officer, they will be backed by regionally resources that ensures we can continue to support them and respond effectively and quickly to local needs.”
There will be no change to the number or location of tourism, customer service, or library staff, with services continuing as usual. However, these functions will now be managed under a centralised leadership role to improve coordination, consistency, and resource sharing across the region.
Additionally, the Plant and Fleet operations will be brought under the Director of Engineering, improving how resources are allocated and ensuring teams are working together more effectively across all service areas.
The new Deputy CEO role will also ensure continuity in key areas such as roads, airports, major capital works, and disaster management. This role will also provide seamless leadership when the CEO is on leave or away on business, ensuring there’s no disruption to Council’s work or services.
“These changes aren’t about making cuts or losing services - they’re about improving how we work together and making sure we can deliver better outcomes for all of Maranoa,” Cr Taylor added.
The new structure will be gradually and carefully implemented to ensure that the services we provide to the community are not adversely impacted during the transition.
