Maranoa Planning Scheme

The Maranoa Planning Scheme provides a single planning framework for the Maranoa region, streamlining local planning provisions and reducing assessment requirements.  The planning scheme supports growth and guides the way land, buildings and structures are used and developed in the Maranoa area, enabling Council to plan for a sustainable future.

Planning Scheme Amendments

  • On 9 June 2021, Council adopted an administrative amendment to the Maranoa Planning Scheme.

    The adopted amendment has effect on, and from 30 June 2021.

    The purpose and general effect of the amendment is to:

    • correct errors in spelling, grammar, numbering and cross references;
    • ​correct factual matters;
    • update redundant and outdated terms;
    • clarify explanatory matters; and
    • improve the format and presentation of the planning scheme.

    Maranoa Planning Scheme Administrative Amendment Register - Amendment No.4 2021

  • On 10 February 2021, Council adopted a minor amendment to the Maranoa Planning Scheme. The adopted amendment has effect on, and from 19 February 2021.

    The purpose and general effect of the amendment is to:

    • Update the Roma flood hazard overlay map;
    • Update references to the State Government interactive mapping system in the Flood hazard overlay code; and
    • Clearly identify the categories of assessment and assessment benchmarks that apply to development within the Flood hazard overlay.

     

    ​Details of Amendment:

    The flood model used to produce the Roma Flood hazard overlay map has been updated with new topographic data, refined infrastructure information (constructed road, rail, levee and diversion channel levels) and additional survey data of historical flood events, improving the accuracy of flood risk information available for Roma.  The Defined Flood Event (DFE) in the updated Flood hazard overlay map represents mainstream creek flooding in a design event similar in magnitude to the record 2012 historical flood.  It does not include overland stormwater flow flooding from local catchments.  The updated Flood hazard overlay map also recognises the flood mitigation infrastructure (levee and diversion channel) that was constructed in Stage 2a of the Roma Flood Mitigation Project.  (This was previously identified in TLPI No. 1 of 2019 - Roma Flood Hazard Overlay - Stage 2A, repealed 19 February 2021.)

    References to the State Government interactive mapping system have been updated throughout the Flood hazard overlay code (Part 8.2.5) to correctly identify mapping of flood extents outside of Council's detailed local flood models. 

    Amendments to the Tables of Assessment in Part 5 consolidate the requirements for development affected by the Flood hazard overlay in a single table (Table 5.10.1 – Overlays).  This makes it clear when the Flood hazard overlay code is required to be considered as part of a planning assessment and aligns the structure of Council's planning scheme with that endorsed by the State Government in the guideline for local planning schemes.

    Minor changes to the categories of assessment that apply to development affected by the Flood hazard overlay have been made to ensure assessment processes and benchmarks are appropriate for development type, strategic intent for the site and the anticipated level of flood hazard.  Lower categories of assessment apply to consistent use types that are located outside the DFE or susceptible to lower hazard levels and higher categories of assessment continue to apply to vulnerable land uses and areas subject to greater hazard.
