As a person conducting a business or undertaking under Work Health and Safety law, Maranoa Regional Council has several duties in relation to ensuring the health and safety of workers and others. To assist in meeting these duties, Council requires all contractors to be registered through our Contractor Management System (Beakon) before they can commence work.
Council will use the Beakon platform to provide efficiencies in its induction and compliance management processes with the goal of minimising duplication of contractor information requests.
In the initial implementation of the system no compliance requirements will need to be submitted by a business. The first implementation phase will focus on the delivery of the online induction.
What is the Contractor Management System?
The Contractor Management System is an online software platform called Beakon. It delivers a way for Council and those wishing to work with us, to easily exchange compliance and important safety information.
Becoming a registered supplier with Council does not guarantee work, as this is managed through Council’s various procurement activities. Registering as a supplier with Council places a business in a position to be ready for work should the opportunity arise.
Who is required to register?
Any supplier whose intent is to offer remunerated services to Council and will be offering those services at a Council workplace is required to be registered in the Contractor Management System; except those formally appointed as a Principal Contractor to the extent of their project scope.
Council uses the below groupings to assign and manage compliance requirements. Upon registration contractors will be required to select the group that most suits their services:
- Operation of Wet Hire Plant & Equipment (incl water cartage, minor works and Bitumen Surfacing / Sealing)
- Trade and Associated Services
- Traffic Management Services
- Vegetation Management Services
- Aquatic Facility Management
- Dry Hire of Equipment (Businesses Only)
- Consultancy & Office-Based Services (e.g. accounting, audit etc.)
- Consultancy & Field-Based Services (e.g. surveying, geo-technical, cultural heritage etc.)
- Crushing Services
Suppliers providing general goods and products that are not service related, are not required to register.

Please note - once the self-registration form is submitted you will receive a confirmation email from Beakon. If you did not receive the email, please check your Junk Email folder. Your submission will be reviewed for approval by Council’s Procurement Team during normal business hours. Please allow up to 2 Business days for review and approval. Once approved, you will be able to proceed with the induction process.
