What are rates and charges?

Rates and charges are levied on properties to finance the provision of Council services.

General rates are a tax based on the unimproved value of land. General rates are not a fee for service. The general rate is calculated as a rate in the dollar of unimproved value of land, Council also sets a minimum general rate.

Roma Regional Council uses differential rating categories. We use differential rates to provide a more equitable basis for the distribution of general rates.

Services charges i.e. water, sewerage, waste collection are fees for service i.e. the ratepayer receives a service for this charge. Please note that the waste collection charge will apply even when not used (e.g. a house has been vacant), as this is allowed by the Local Government Act.

All rates and charges are set at Council’s annual budget meeting.

Pensioner remissions:

The State Government provides pensioner remissions in accordance with its policy. The State concession is 20% of rates and charges to a maximum of $180.00 per annum (a maximum of $90.00 per levy)

Roma Regional Council also provides a council pensioner remission. For this year Council will provide a pensioner rate concession of 50% of general rates to a maximum of $180.00 per annum to eligible pensioners (a maximum of $90.00 per levy).

In order to qualify for both the State and Council Pensioner Remission the owner must be the holder of a Pensioner Concession Card, and the property must be their principal place of residence.

Interest:

Interest is calculated at 11% per annum (daily compound), on all rates and charges in arrears. If rates are not paid by the discount date – the due date – then they are in arrears.

Urban Fire Levies:

Under the Urban Fire Levy Scheme, Local Governments have the responsibility of collection urban fire levies on behalf of the State Government. The amount charged is set by the State Government, and different building types have different charges (or categories).
